Toronto city workers threatened to strike when their benefits packages were restricted by the city of Toronto.
Toronto’s CUPE Local 416, the union that represents thousands of municipal workers, has recently been in conflict with the City of Toronto. Medical and prescription coverage was a central issue in the recent conflict. The city began pressing for new restrictions on benefits packages of workers in February, including prescription lifestyle medications.
The union set a strike deadline of 12:01 am Thursday, February 27th if an agreement was not reached between the city bargaining subcommittee and union representatives.

The City of Toronto employees are cited as having some of the best benefits in the public sector. The city argued that “excessive use” of prescription lifestyle medications, such as Viagra, orthopedics, and the utilization of paid sick days are problem areas within the current benefits packages. Councilman Denzil Minnan-Wong commented that they wanted “to find a way to work together and fix these problems so we can continue to maintain an excellent set of benefits.”
The City’s Auditor General released a report stating the city spent $1.9 Million in reimbursement fees for prescription erectile dysfunction drugs in 2015. The city proposed placing “a very reasonable cap on utilization” of erectile dysfunction medications. They also proposed requiring pre-approval of ED drugs used out of “medical necessity” prior to reimbursement. Minnan-Wong stated that they wished for workers to still receive their promised benefits, but that the benefits must be affordable.
The city bargaining committee and union representatives met to discuss terms of agreement to prevent a citywide strike.
Reaching an Agreement

The City of Toronto and CUPE Local 416 announced a tentative agreement just moments before the proposed strike deadline. The parties released a joint statement declaring, “The five-year agreement is fair to Toronto residents and Local 416 workers.” They also commented that all city operations would remain open and functioning, as scheduled.
Union representatives and city bargaining subcommittee members have only commented on the fairness of the agreement, but not the specific details of their terms. Union representatives shared that job security of senior workers were a main tenant of their concerns, but did not state whether or not medical coverage had been addressed within the meeting. Once union members have ratified the details of the agreement, the terms will be made public.
