We use data from the Movement Advancement Project (MAP) and the Human Rights Campaign (HRC) to take a closer look at the best places for trans people to live across the country.<\/span><\/p>\n<h3>Summary of the Most trans-friendly States<\/h3>\n<p><span style=\"font-weight: 400;\">The United States has recently experienced a dramatic rise in anti-LGBTQ+ and anti-transgender legislation at both state and local levels. Trans-friendly states are becoming a safe-haven for transgender individuals as transgender rights and access to care continue to be threatened.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We\u2019ve identified the five most trans-friendly states, based on specific data points from the <\/span><a href=\"https:\/\/www.lgbtmap.org\/equality-maps\"><span style=\"font-weight: 400;\">Movement Advancement Project (MAP)<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/www.hrc.org\/resources\/state-scorecards\"><span style=\"font-weight: 400;\">Human Rights Campaign (HRC)<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Those states include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">California<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Colorado<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Connecticut<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Delaware<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">District of Columbia (D.C.)<\/span><\/li>\n<\/ul>\n<h3>Our Methodology<\/h3>\n<p><span style=\"font-weight: 400;\">We used data from the Movement Advancement Project (MAP) and the Human Rights Campaign (HRC) to determine the best states for transgender individuals. Each of these resources provides comprehensive reports on LGBTQ+ laws and policies in each state, including D.C. and some U.S. territories.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For the purposes of this article, we\u2019ve chosen to highlight the following factors for each of the states on the list:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Legal protections. <\/b><span style=\"font-weight: 400;\">Laws and policies protecting transgender rights commonly include anti-discrimination laws for employment and housing, policies supporting gender marker changes on identification, and parental rights.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Healthcare. <\/b><span style=\"font-weight: 400;\">Access to trans-specific healthcare includes hormone replacement therapy (HRT), gender-affirming medical procedures and surgeries, mental health services, and knowledgeable healthcare providers. These resources make it easier to access gender-affirming care and gender transition support.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Community and support. <\/b><span style=\"font-weight: 400;\">Community and support was assessed via the establishment of LGBTQ+ centers, inclusive events, and support groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Safety. <\/b><span style=\"font-weight: 400;\">Safety was assessed using general crime rates and the prevalence of reported hate crimes against transgender individuals within each state.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Education. <\/b><span style=\"font-weight: 400;\">This criteria looks at the inclusivity of education policies, such as protections against bullying and harassment, as well as the inclusion of LGBTQ+ history and sex and gender education in curricula.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Cost of Living.<\/b><span style=\"font-weight: 400;\"> This criteria examines the economic factors of each state, such as housing affordability, economic opportunities, and the general cost of living.<\/span><\/li>\n<\/ul>\n<h4><span style=\"font-weight: 400;\">MAP \u2014 <\/span><span style=\"font-weight: 400;\">LGBTQ Equality Index by State<\/span><\/h4>\n<p><a href=\"https:\/\/www.lgbtmap.org\/equality-maps\"><span style=\"font-weight: 400;\">The Movement Advancement Project<\/span><\/a><span style=\"font-weight: 400;\"> has created a map of LGBTQ equality by state using 50 different LGBTQ-related laws and policies. The map and state-level reports provide overall policy tallies for each state, D.C., and five U.S. territories.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">MAP uses the following policy categories to assess LGBTQ equality:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Relationship and parental recognition<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Nondiscrimination<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Religious exemptions\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">LGBTQ youth<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Healthcare<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Criminal justice<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Identity documents<\/span><\/li>\n<\/ul>\n<h4><span style=\"font-weight: 400;\">HRC <\/span><span style=\"font-weight: 400;\">State Equality Index<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">We used data from the HRC\u2019s most recent <\/span><a href=\"https:\/\/www.hrc.org\/resources\/state-scorecards\"><span style=\"font-weight: 400;\">State Equality Index (SEI)<\/span><\/a><span style=\"font-weight: 400;\">. This is an annual comprehensive report that provides a review of statewide laws and policies concerning LGBTQ+ people and their families. The most recent state score cards available are from the 2022 SEI report.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/reports.hrc.org\/2022-state-equality-index?_ga=2.154155960.1474753463.1688403391-1625429295.1685302647\"><span style=\"font-weight: 400;\">SEI<\/span><\/a><span style=\"font-weight: 400;\"> uses the following policy categories to assess LGBTQ equality:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Parenting laws and policies<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Relationship recognition and religious refusal laws<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Non-discrimination laws and policies<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Hate crimes and criminal justice laws<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Youth-related laws and policies<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Health and safety laws and policies<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The SEI places states into the following categories:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">High priority to achieve basic equality<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Building equality<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Solidifying equality<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Working toward innovative equality<\/span><\/li>\n<\/ul>\n<h4><span style=\"font-weight: 400;\">Limitations<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">The results of our analysis are heavily based on the legal and policy landscape of each state and may not reflect social climate or individual experiences of trans people in these states. These rankings overlap with several of the best states for the LGBTQ+ as a whole, but policies and legal protections are subject to change as political climates evolve across the United States.<\/span><\/p>\n<h3>The Top 5 Trans-friendly States in the US<\/h3>\n<p><span style=\"font-weight: 400;\">According to the criteria discussed above, these are the five best places to live in the United States for trans individuals.<\/span><\/p>\n<h3>1. This includes comprehensive non-discrimination laws, safer school policies, and healthcare access for tansgender people.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">LGBTQ Equality Index<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">California boasts a high score of 42.75\/43.5 for overall sexual orientation and gender identity policy tallies on its <\/span><a href=\"https:\/\/www.lgbtmap.org\/equality_maps\/profile_state\/CA\"><span style=\"font-weight: 400;\">MAP state profile<\/span><\/a><span style=\"font-weight: 400;\">. This includes a near-perfect score of 22.75\/23 on the gender identity policy tally. California also scores 9\/9 for non-discrimination laws and 10\/10 for LGBTQ youth laws within the MAP profile.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">State Equality Index Scorecard<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">California is categorized as \u201cworking toward innovative equality\u201d on the <\/span><a href=\"https:\/\/www.hrc.org\/resources\/state-scorecards\/california-4\"><span style=\"font-weight: 400;\">SEI scorecard<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Legal Protections<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">California provides some of the most comprehensive anti-discrimination laws in the country, which protects trans people from discrimination in accessing housing, employment, education, insurance, and public accommodations. In fact, 100 percent of the state\u2019s population is protected by policies protecting citizens against discrimination based on gender or sexual orientation. Under state law, there are no religious exemptions for discrimination in housing or public accommodations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">California also implements ample policies that allow trans individuals the ability to change their gender markers on identification documents. The state received a 4\/4 tally on its MAP state profile for the ability for trans people to correct their name and gender marker on identity documents.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Healthcare<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">California mandates coverage for trans-specific healthcare, including hormone replacement therapy and gender-affirming surgeries. The state is also home to a variety of healthcare clinics that specialize in gender-affirming care.\u00a0<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Community and Support<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">California boasts many LGBTQ+ centers, support groups, and trans advocacy organizations. Trans-specific organizations, such as the <\/span><a href=\"https:\/\/transgenderlawcenter.org\/\"><span style=\"font-weight: 400;\">Transgender Law Center<\/span><\/a><span style=\"font-weight: 400;\">, provide legal support and educational resources to trans people and their families. The majority of these centers and agencies operate in major urban areas.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Safety<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">California has been proactive in tackling hate crimes and providing protections to victims throughout the state. State laws enhance penalties for hate crimes committed based on gender identity and sexual orientation. The state is currently working to address an increase in <\/span><a href=\"https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/Hate%20Crime%20In%20CA%202022f.pdf\"><span style=\"font-weight: 400;\">hate crimes<\/span><\/a><span style=\"font-weight: 400;\"> for transgender people and other marginalized groups witnessed in 2022.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Education<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">California\u2019s education system provides protections against bullying and harassment for LGTBQ+ youth. For example, guidelines ensure trans students are granted protections for <\/span><a href=\"https:\/\/www.edrugstore.com\/blog\/gender-identity\/pronouns-matter-how-to-use-gender-pronouns-respectfully\/\"><span style=\"font-weight: 400;\">pronoun use<\/span><\/a><span style=\"font-weight: 400;\">, restroom and locker room use, and participation in athletics. All LGBTQ+ people are protected under the state\u2019s non-discrimination laws.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Colorado implements policies to make it easier for trans individuals to update their name and gender markers on identification documents, as evidenced by a score of 4\/4 on the state\u2019s MAP profile.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Healthcare<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Colorado has recently made progress in improving access to gender-affirming care. Health First Colorado, the state\u2019s Medicaid program, covers medically necessary gender transition care.
